It'd be really handy to be able to have "layers" on a single tile system. This would allow for 2D levels that have a background, map, and foreground all together properly layered. The way I do this now is I've like 5 tile systems of the same size stacked on top of one another, but seams like it'd be more efficient to just have 1 tile system with layers.

Yes I thought on this too.
What I did was to create a custom editor script that duplicated the existing tile system based on how many layers of depth I require. I gave the duplicated layers names through the inspector spaced them out in Z space.
This way my level structure is roughly always the same as I mix 2D + 3D objects Z space was key.
